HRA Specialist

An exciting opportunity has arisen for an experienced Interim Housing Revenue Account (HRA) Specialist to join a local council in the Midlands. The successful candidate will provide high-level expertise in managing and overseeing the council’s Housing Revenue Account, ensuring effective financial management and compliance with statutory regulations.

This role is critical in ensuring the effective administration of the HRA and supporting the council's housing operations to maintain the financial health of the housing service, including rent collection, repairs, and maintenance budgeting.

Key Responsibilities:

• Provide expert advice and support on all matters related to the Housing Revenue Account (HRA), including budget preparation, forecasting, and financial planning.
• Oversee the management and allocation of HRA budgets, ensuring compliance with relevant legislation and internal policies.
• Work closely with the Finance and Housing teams to ensure accurate reporting and monitoring of HRA expenditure.
• Provide guidance and recommendations on rent setting, capital works programs, and long-term financial planning for housing services.
• Support with the management of HRA-related grants, funding, and any capital projects related to housing. Assist in ensuring that financial risks are identified, mitigated, and managed effectively in relation to housing revenue.
• Ensure that the HRA complies with relevant housing finance regulations and Government guidelines.
• Work closely with senior management to ensure the council’s housing financial strategies are efficiently implemented and managed.
• Provide regular financial reports and presentations to senior management and elected members on the performance of the HRA.

Essential Criteria:

• Experience in managing Housing Revenue Accounts (HRA) within a local authority or housing association.
• A relevant qualification in accounting (e.g., CIPFA, ACCA, or equivalent) is preferred.
