Head of Financial Strategy

Are you a seasoned finance professional with strategic leadership experience? Our council client is seeking a dynamic, highly skilled Head of Strategy to lead their Strategy, Treasury, and Pensions team. This pivotal role offers the opportunity to influence financial strategy, play a key role in managing a large budget, and contribute to the future financial direction of the Council.

Key Responsibilities:

• Lead the development of the Council's financial strategy, capital strategy, medium-term financial plan, and the budget-setting process.
• Build and manage relationships with external advisors, pension committees, actuaries, investment managers, and other stakeholders.
• Oversee the delivery of comprehensive and cost-effective services, ensuring all financial activities are reported accurately and timely.
• Manage outsourced Treasury operations and Pension Fund accounting.
• Provide high-level expertise in treasury management and pension schemes, ensuring compliance and maximization of returns in line with the Council’s risk appetite.

Key requirement:

• Fully qualified accountant (CCAB or equivalent) with post-qualification experience.
• Extensive experience in Local Government finance  particularly around financial strategy and medium term financial planning and strategy
• Strong leadership and management skills,
• Proven track record in managing complex financial planning processes, including capital and revenue budgeting.

This interim role is for 6 months with a requirement to be on site in London a couple of times per week. This role is ideally suited to someone who has heavily focused on budget planning and strategy. This role will manage the pensions and treasury contract that is managed by another service so experience of Pensions and Treasury is desirable however not essential
