About the role
The Mayor’s Office for Policing and Crime (MOPAC) is the organisation through which the Mayor of London exercises his role as the Police and Crime Commissioner for London and is led by the Deputy Mayor for Policing and Crime. MOPAC undertakes a broad range of statutory duties and works closely with the Mayor of London, the Deputy Mayor, and the Metropolitan Police Service (MPS) to deliver the priorities that will create safer London communities.
We are looking to strengthen our financial oversight team, and we have exciting opportunities for individuals with an interest in providing high-quality strategic financial advice to the MOPAC Chief Financial Officer and the Deputy Mayor for Policing and Crime. Providing oversight of the MPS budget, you will play a key role in shaping financial efficiency and accountability, including the medium term financial plan, capital strategy, major transformational programmes and significant commercial contracts. This role will be attractive to those who are strategic thinkers and are able to identify the key issues. The ability to write clear briefings, analyse significant investment proposals and develop and maintain good working relationships are a key part of the role.
As the Head of Financial Oversight, you will lead the financial oversight team to ensure high-quality financial scrutiny and governance that aligns with MOPAC objectives and the Police and Crime Plan. You will oversee the MPS budget setting process, ensuring compliance with statutory and Mayoral requirements while aligning resources with strategic priorities. This role includes providing effective oversight of investment decisions, transformation programmes, and procurement processes, offering quality advice on financial implications, risks, and benefits. You will build and maintain constructive relationships with key stakeholders, including MPS finance teams, the Greater London Authority (GLA), and external partners. Additionally, you will develop and maintain benchmarking and performance frameworks to ensure financial resilience and value for money across MPS operations.
We are looking for someone who has:
Proven experience in financial management and governance, ideally in the public sector.
Strong leadership skills, with the ability to manage teams and influence senior
stakeholders.
A deep understanding of financial oversight, strategic planning, and risk management.
Excellent communication and analytical skills, with the ability to deliver clear and concise briefings.
A commitment to promoting diversity, equality, and inclusion in all aspects of your work.

Political Restriction
Political Restriction: under the Local Government and Housing Act 1989 (as amended by the Police Reform and Social Responsibility Act 2011), all MOPAC staff members will be politically restricted without the right to apply for an exemption.
Security Vetting Clearance
The successful candidates will be expected to undergo the necessary security vetting, which may take around eight weeks to complete. Applicants must possess the legal right to work in the UK and have resided in the UK continuously for at least the last three years.

Where are we based?
We have moved to a hybrid working model with office hubs at Union Street (near London Bridge) and Newlands Park (postcode SE26). On average, staff will work 1-2 days a week from an Office Hub, which may differ depending on the role requirements.
