Are you ready to make a mark and lead financial strategy at one of Hertfordshire’s most dynamic councils? East Herts Council is seeking an ambitious and forward- thinking Head of Finance (S151 Officer) to join our leadership team. Located in the heart of Hertfordshire, we are a council that values innovation, partnership, and community resilience. Our vision for sustainable growth is driven by key regeneration initiatives, including the Old River Lane redevelopment and the Harlow and Gilston Garden Town. These projects aim to enrich local communities by creating new housing, retail spaces, and vibrant public areas, setting new standards for quality and sustainability. As Head of Finance, you will be at the heart of these initiatives driving the financial strategies that bring these projects to life, ensuring their success and long-term impact. Your leadership will help lay the foundation for dynamic growth and resilience across East Herts.
Reporting directly to the Chief Executive, you will oversee a diverse portfolio, including Accountancy, Revenues and Benefits, Audit, and Procurement. Your role involves guiding budgeting processes, providing financial assurance, and exploring innovative service delivery models to maximise value for our residents. By collaborating with council leaders and external partners, you will enhance our financial resilience and support broader strategic objectives.
About You
We are looking for a confident and adaptable finance leader, eager to drive strategic change within East Herts. You should have a relevant accountancy qualification, with significant experience in local government or a similar setting.
The ideal candidate will bring a proven track record in managing large-scale budgets, developing financial strategies, and navigating complex financial landscapes. Strong leadership skills, with the ability to inspire, influence, and build effective relationships with council members, stakeholders, and teams, are essential. A solutions-focused mindset, capable of providing reassurance and clarity across departments, along with experience in managing diverse teams and supporting business transformation, will also be critical. We value expertise in innovative service delivery models, including shared services, joint ventures, and alternative approaches to traditional finance functions.
