Allen Lane are delighted to be working with a London-based Council to recruit an interim Head of Pensions, Treasury and Investments. This key interim role will be responsible for leading the Pension, Treasury, and Investments team and making sure that the function provides a professional service to a high standard. Key duties include:
- Lead on the implementation of new legislation, service requirements and responses to pension consultations and model their impact on the councils pension fund.
- Lead on the day to day relationship with external fund managers Ensure the Council’s financial regulations, standing orders and standards for financial management are up to date
- Oversee the year end process, ensure compliance with appropriate accounting standards and treatments
- Ensure the Pension Fund Statement of Accounts are completed by the statutory deadline.
- Ensure the accurate and timely reporting of performance and all other relevant issues to the Assembly, Cabinet, Pension Fund Panel and other relevant meetings.
- Liaise with the pension fund actuaries and scheduled and admitted bodies on all matters relating to pension fund investments, accounting and administration
- Manage the daily cash flow of the council to ensure the council’s bank balances are maintained at the optimum level and borrowing and investments are secured at optimum rates in line with the Councils Risk policy
- Monitor overall treasury management activity throughout the year
- Provide regular monitoring and reporting of the investment projects and portfolio
- Maintain a detailed cashflow analysis of the borrowing requirements to support funding requirements.
- Monitoring and management of portfolio level returns and risk exposure within both the IAS and as a subset the wider corporate risk management.
The ideal person for this role will have a comprehensive understanding of Local Government pension schemes including its technical requirements. Experience of Council Treasury management practices and CIPFA recommended strategies as well as experience of developing and managing substantial investment portfolios.
This role will be for 4 – 6 months and will offer a hybrid working model with 2/3 days required on site in London per week.
