We have positioned the Finance service to ensure that it has the capacity and leadership required to deliver the excellent service that is needed and expected in order to achieve the Council’s future ambitions. Reporting to the Head of Corporate Finance, the post holder will be responsible for the management of various projects and programmes within Financial Services, which is part of the Finance and Customer Services Directorate.

Financial Services are currently undergoing a tender process to replace the Council’s Financial Information Management systems, including General Ledger, Accounts Payable, Procurement, Budget Setting/Monitoring and Reporting. The post holder will provide oversight and programme management for all activity relating to the Financial Information Management system’s replacement. This is an ongoing change project which will transform the way the Finance and Procurement functions operate.

The post holder will ensure that projects and programmes are completed within agreed timescales and budget, taking appropriate action where necessary. They will lead and co-ordinate the project teams and report to the Project Board and Project Sponsor, managing risks and issues in a proactive and timely manner. All appropriate project-related documentation (PID, project plans, highlight reports, etc) will be the responsibility of the Finance Project Manager.

The post holder will work with the supplier and be responsible for managing all aspects of the new system design, implementation, testing and stakeholder engagement, and will be required to work with the new supplier and Legal Services to ensure a robust contract is in place. A recruitment process to the project implementation team will commence once the post holder is in place.

The new system implementation project is estimated to last around 3 years, after which, the post holder will be responsible for other Financial Services projects, programmes and major change initiatives as required.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time).
