The extensive capital programme includes plans to expand the airport and regenerate the town, Luton has recently been successful in securing a grant from the Levelling Up Fund to support the programme. The future for Luton looks bright and the opportunities for the workforce are tangible.

The Principal Accountant is an important part of the Council, helping to develop solutions and further innovation to meet any challenges the Council may face.

Key responsibilities will include;

  • Plan, co-coordinate, lead and monitor the Council’s revenue budget setting process, through the collation of budgetary data to provide accurate information to stakeholders whilst directing the budgeting process with the aim of producing robust and sustainable budgets that underpin the councils tax setting
  • Plan, co-ordinate and lead the Council’s revenue and capital budget monitoring process by creating and effectively implementing a monitoring timetable to help manage the monthly monitoring process
  • Liaise with Finance and Business staff to help produce quarterly and budget monitoring reports on both revenue and capital, to be presented to the Corporate Leadership Management Team (CLMT)
  • Establish and grow successful working relationships with the departmental finance teams to ensure that optimal financial processes are in place to support the effective operation of that service
  • Contribute to the team ethos of Luton, through supporting other financial processes where needed and helping to manage, develop and motivate other members of the Forward Planning team

To be suitable, you must be at least a part-qualified finance professional with strong experience and a positive attitude. Experience gained in a complex financial environment, including budgeting, monitoring, year-end closure, financial modelling and planning as well as experience managing others is also essential.

The Council is embracing a hybrid approach to working, enabling staff to work flexibly. There is no set requirement in terms of numbers of days to be in the office, rather staff are encouraged to consider the best location to undertake the work they are doing. Computer based work and video calls are likely to be best done at home or remote site, collaboration and engaging with colleagues may be better in the office.
