The Chair of the Audit Committee is responsible to Council for the effectiveness of the Committee. As Chair of the Audit Committee, the post holder should ensure appropriate conduct and debate, promote the efficient operation of the Committee, ensure that members work together effectively and enable the proper conduct of business.
The Chair of the Audit Committee should take particular care that all members of the Audit Committee observe the principles of behaviour in public life (the “Nolan Principles”), which embrace selflessness, integrity, objectivity, accountability, openness, honesty and leadership.
This is an exciting opportunity for someone to be able to act as Chair of the Audit Committee and support the Director of Finance in discharging their statutory responsibilities. The Chair of the Audit Committee is required to attend up to seven meetings a year.
The Chair of the Audit Committee will proactively support the Director of Finance ensuring the right governance and control mechanisms are in place to support the Council.
As the Chair, you should have a financial, accountancy, risk-management or audit background and have experience in corporate governance, ideally in the public sector. The Council is specifically looking for people with skills in the following areas:
- risk management.
- treasury management.
- audit governance.
- an independent and proactive leader with confidence and integrity.
- strong financial literacy skills.
- excellent working knowledge of the operation of an Audit Committee.
- a good listener and communicator who can facilitate meetings successfully.
- the ability to develop and closely monitor the Committee agendas.
The Committee will review and scrutinise the adequacy and effectiveness of risk management, internal audit and control, and corporate governance arrangements, as well as reviewing financial management and reporting.
Applicants must be over the age of 18, and be able to attend meetings at Oldham Council, during the working day. Applicants must not be employees of Oldham Council and must remain independent from the organisation.
