Job Details

The City of Lincoln Council is looking to appoint a finance professional who will contribute to all aspects of the financial standing, management and reporting of the Council’s financial resources.  This post will support the capital finance function of the Council, including contributing to the development of business cases and projects and providing financial advice when required. 

The ideal candidate will need to be a member of the CIPFA/CIMA/ACCA.  A thorough understanding of capital accounting, monitoring and budgeting is essential together with a good knowledge of Local Government Finance.  Knowledge of Treasury, Insurance, VAT, Creditors and Debtors is desirable.  You will need to have excellent communication skills and be able to build effective relationships with all stakeholders.  Key functions of this exciting role will involve leading the team on and managing all aspects of the accounts closure process including production, audit and then approval of the Council's annual statutory accounts, based on agreed policies and regulatory guidance. You will also take the responsibility for the Treasury Management function including management of the Council’s cashflow. This will include the development of the annual medium-term Capital and Treasury strategies, the Treasury management policy and Treasury Management Practices. This will include managing the banking arrangements and leading on the relationship management with the Councils banking providers and its Treasury Management Advisors.
