THE EXTRAORDINARY STORY OF THE CARRICK YARD INVESTMENT

The Finance Team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents – in all sorts of pioneering ways. Take the Carrick Yard housing development in Luton Street. When a big international building firm couldn’t find a sales partner, we stepped in to create a joint venture partnership and underwrite any unsold units to protect our investment. Then when we felt a big banking partner would be overcharging the venture for financing the development, we decided to finance it ourselves. The result? 171 homes are now under construction, leading the redevelopment of the Church Street area, whilst the council is projecting a potential return on investment of almost 14% – far in excess of anything that can be achieved on cash deposits in current market conditions.

The Role:

As a member of The Libraries, Archives & Registrars (LAR’s) Finance Team, you will have the opportunity to make a direct impact on the services that we are offering to our residents. Finance, growth, and innovation underpins everything that we do in our libraries, so the success of this vital part of community life is entirely dependent on how well we are balancing the books, and how we are making effective commercial decisions. This is your opportunity to immerse yourself in this fascinating field, and as such, you will have the scope to get involved in genuinely interesting projects.

With every day presenting you with new opportunities to innovate and achieve, you’ll handle everything from anticipating financial issues and problems (and coming up with creative solutions to these) through to identifying where savings could be made. Supporting the team in developing income-generation opportunities, you’ll be growth focused, and committed to helping your colleagues devise ambitious initiatives and projects. With your support, a wide range of high-profile ideas will be brought to life.

Seeing to it that we are complying with all the relevant financial regulations, you’ll assist the Head of Service in managing risk, ensuring that every commercial decision has been underpinned by robust analysis, and with the community in mind. As such, we will expect you to champion best practise financial management, so you will be willing to deliver advice, guidance, briefing papers and training to colleagues where relevant.

On a practical level, you will see to it that income and expenditure is accurate and that all balance sheet items are reconciled. You will also make sure that holding accounts are cleared regularly, and you will handle full monthly and quarterly close downs of your areas.

About You:

Join us in our friendly team, and you will find plenty of scope to further your knowledge. To excel in this role, you will be CCAB/CIMA qualified (or you will have equivalent experience) and you’ll have a background in working within a similarly large multidiscipline organisation. With experience of managing setting and monitoring budgets for services, you will be comfortable working with budget holders to re-balance overspends when necessary, and you will be well-versed in commercial and financial management. This will include a good knowledge of financial modelling and planning, and you will have the capacity to prepare reports that can be easily understood by a variety of audiences. If you have an awareness of the issues faced by local governments that would be helpful, and you will need to be able to handle the statutory responsibilities associated with working within the public sector.

With good research methodology knowledge, you will understand how to implement change management. Crucially you will be a collaborative team player who has exceptional commercial, financial and communication skills, and you will enjoy inspiring and developing the knowledge of other members of the team.
