The Department:
The Finance Service is part of a well established Shared Service between Three Rivers District
Council and Watford Borough Council which also includes HR and ICT. Members of the finance team are employed by Three Rivers but work across both authorities. As a shared service, we are a larger team than normally found at a district council which offers our team members a great balance between specialising in particular technical areas and gaining experience across a wide range of different disciplines. And, although neighbouring authorities, Three Rivers and Watford are diverse with a wide range of investments, assets, joint ventures, and regeneration projects

The Role:
This role is one of two Technical Accountant roles within the Technical Finance Team (see structure chart for further details). This is a development post. The post is suitable for candidates who already have some experience working in finance and are looking to progress their career through increasing responsibility and completion of a CCAB professional qualification.
The Technical Finance Team is at the heart of the Finance Shared Service for Three Rivers and Watford delivering core statutory finance and business functions in the following areas for both councils:
• Statement of Accounts and other statutory returns
• Collection Fund accounting
• Group Accounts
• Company Accounts for wholly owned subsidiaries
• Fixed Asset Register and annual valuations
• Capital Accounting
• Treasury Management
• Taxation and VAT
• Financial accounting and financial management support for the West Herts Crematorium Joint Committee

The post holder will gain experience across these diverse areas, making a key contribution to the successful delivery of service objectives through activities such as daily dealing, cashflow management, the completion of complex working papers, balance sheet monitoring, and control account reconciliations. As the post holder progresses through the career grades they will support the development of strategy and policy in these areas. At the top of the career grade, the post holder will be responsible for leading on these areas, setting strategy, policy and guidance, and overseeing the work of others.

The post works alongside the Senior Technical Accountant.

The work is supported by the Assistant Technical Accountant and Finance Support Officers.


What we are looking for:

A motivated team player who is looking to take their career to the next level, you will have an accounting background (ideally in a local authority setting) and an appetite for technical work.  You will demonstrate a commitment to professional development and the ability to complete a CCAB professional accounting qualification.  The ability to be flexible and respond to business priorities are key attributes in this role.

Agile Working:

The Council has adopted an Agile Working Charter, and uses technology to enable its staff to work flexibly.  You will be expected to work from the Three Rivers House in Rickmansworth a minimum of 1 day per week and remotely for a minimum of three days per week.

£38,553 to £52,821 plus £2,000 market supplement at band 10.
