BRIGHTER BOLDER BIRMINGHAM | LEAD & DEVELOP FINANCE

BUSINESS PARTNERING FOR EUROPE'S LARGEST LOCAL AUTHORITY

Vibrant, courageous, and resilient – that’s how we describe ourselves. Right now, great things are happening in our city that go way beyond the Commonwealth Games this summer. Unparalleled investment, including HS2 and other landmark projects, has the potential to reshape our economy. Our scale, profile and annual spend of £3 billion makes this a unique opportunity for you to make a positive difference. Our transformation plans are becoming a reality. With a new interim Chief Executive and ambitious leadership team, our City Council is already on the way to being brilliant. That’s where you come in.

How you’ll make a positive difference

To support our ambition to be the UK’s top Council, we need bold, “best in class” financial management. Last year CIPFA awarded us a three-star financial management rating, a year ahead of schedule. We have made great progress and continue to strive for best in class. We have invested significantly in people and technology and this role is critical to our ongoing transformation.

You will be an integral part of our finance leadership team, directing your talent and expertise to delivering our bold ambition. Your contribution will have helped us deliver a modern, agile, innovative and proactive finance service. Success means a diverse and inclusive finance service that is truly at the heart of Council strategy, decision making and performance. We will have embraced data and insight to bring clarity to our understanding of the future.

We will have built a service that helps strengthen Birmingham’s position as a thriving, young and diverse global city ready to capture a golden decade of opportunity.

You will have directed your talent and leadership to build truly brilliant, world class teams that deliver on our ambitions for our city.

What will you be doing?

This role is critical to ensuring the long-term financial sustainability of Europe’s largest local authority. As Assistant Director, Financial Performance and Insight, you lead the development and continuous improvement of customer-focused Finance Business Partnering and Project Investment Accounting.

At the heart of your success will be the strength of the working relationships you develop with all Directorates and other functions to drive robust decision making throughout the Council. Working closely with the Assistant Director, Financial Strategy, and effectively discharging the responsibilities of Assistant Deputy Section 151 Officer, you will:

  • Drive the principles of value for money across the Council and ensure evidence-based investment decision making
  • Provide valued financial insight, strategic support, and challenge to all Directorates, and ensure the link between Finance and the business.
  • Maintain a culture of accountability and robust financial management, underlining the importance of long-term business planning and financial sustainability
  • Provide advice and support around the development of directorate Business Plans

What we need from you

This is your opportunity to use your experience, expertise and record of success in finance leadership. You’ll have every chance to use your outstanding skills as a transformative leader and we will be eager to hear your ideas and successes in modernisation and improvement. You will be a senior leader looking for a chance to operate at a different scale and genuinely move the dial on what great finance services look like. We want leaders who do the basics brilliantly, but who are bold and innovative in their approach. All our successful leaders are relentless in their passion for making our residents lives better and embrace the opportunity to create brilliant teams who share that commitment.
