PROVIDE STRATEGIC LEADERSHIP FOR CORPORATE FINANCE, TREASURY & INVESTMENT

Vibrant, courageous, and resilient – that’s how we describe ourselves. Right now, great things are happening in our city that go way beyond the Commonwealth Games this summer. Unparalleled investment, including HS2 and other landmark projects, has the potential to reshape our economy. Our scale, profile and annual spend of £3 billion makes this a unique opportunity for you to make a positive difference. Our transformation plans are becoming a reality. With a new interim Chief Executive and ambitious leadership team, our City Council is already on the way to being brilliant. That’s where you come in.

How you’ll make a positive difference

To support our ambition to be the UK’s top Council, we need bold, “best in class” financial management. Last year CIPFA awarded us a three-star financial management rating, a year ahead of schedule. We have made great progress and continue to strive for best in class. We have invested significantly in people and technology and this role is critical to our ongoing transformation.

You will be an integral part of our finance leadership team, directing your talent and expertise to delivering our bold ambition. Your contribution will have helped us deliver a modern, agile, innovative and proactive finance service. Success means a diverse and inclusive finance service that is truly at the heart of Council strategy, decision making and performance. We will have embraced data and insight to bring clarity to our understanding of the future.

We will have built a service that helps strengthen Birmingham’s position as a thriving, young and diverse global city ready to capture a golden decade of opportunity. You will have directed your talent and leadership to build truly brilliant, world class teams that deliver on our ambitions for our city.

Our Assistant Director, Financial Strategy provides the strategic leadership and direction for Corporate Finance and shaping a future of excellence for our Financial Strategy & Planning (Revenue and Capital), Treasury and Investment and External Reporting teams. Working closely with the Assistant Director, Financial Performance & Insight and effectively discharging the role of Assistant Deputy Section 151 Officer, you will:

  • Lead on the delivery of short, medium and long-term financial plans, budgets and forecasts
  • Ensure the integrity and financial stewardship of how the City Council’s finances are governed and managed
  • Provide leadership for final accounts and external reporting, including managing the relationship with our auditors
  • Play an integral role in the setting of the Council’s strategies and policies relating to treasury management, taxation and insurance, as well as setting the framework for capital planning

What we need from you

This is your opportunity to use your experience, expertise and record of success in finance leadership. You’ll have every chance to use your outstanding skills as a transformative leader and we will be eager to hear your ideas and successes in modernisation and improvement. You will be a senior leader looking for a chance to operate at a different scale and genuinely move the dial on what great finance services look like. We want leaders who do the basics brilliantly, but who are bold and innovative in their approach. All our successful leaders are relentless in their passion for making our residents lives better and embrace the opportunity to create brilliant teams who share that commitment.
