Interim Head of Capital Finance

A seasoned and experienced Interim to lead the financial management accounting and reporting of the capital programme. You will report managerially to the Senior Manager Accountancy & Financial Planning and will work closely with

• The Assistant Director for Environment & Enterprise who leads on the development and delivery of the capital programme
• Group Accountant – Corporate Accounting to ensure compliance with  accounting and financial reporting standards
• Group Accountant – Economy & Infrastructure who provides business partnering support to the E&I Directorate including major projects.

You will:

• Provide support to the development of business cases and decision papers for the Strategic Investment Group (SIG),
• Attend SIG on behalf of Finance and Accountancy.
• Support the Capital Programme Team with monitoring of the capital programme and its financing including the production of quarterly reports to Corporate Management Team and Cabinet.
• Provide specialist accounting advice in relation to capital accounting and compliance with the Council’s governance arrangements

You will demonstrate substantial experience and a successful track record of working in a complex and demanding local authority environment. Expert knowledge of legislative and good practice requirements upon local authority capital accounting is essential.
