Having invested well over the long-term, we are one of the most financially resilient councils in the country, despite the impacts of the COVID-19 pandemic. The council has set a two-year balanced budget for 2022/23 and 2023/24 that includes significant investment in our front-line services and an ongoing large capital programme.

This means that we have the resources to make things happen and to drive an extensive development programme whose yields will underpin the economy and fund public services.

Initiatives such as the development of a new garden community at Manydown and the town centre business park regeneration at Basing View - both leveraging the council’s own extensive landholdings - demonstrate that we operate on a different scale to many, and this comes with high expectations.

We have an economy that’s valued at £7.4 billion, with capacity and ambition to build on this to ensure the borough remains prosperous.

Like every local authority in the country, we have a vital and fundamental role to play in delivering a sustainable post-COVID recovery for our communities. While we are in an excellent position to do so - having built financial capacity and resilience into our long-term planning for decades - we are in no way complacent about the challenges that lie ahead.

As part of our wider development of the professional financial support that we provide to the organisation we are looking for a Corporate and Financial Planning Manager to lead and develop the team delivering corporate financial planning and technical accounting.

The Corporate and Financial Planning Manager will ensure that high quality financial information and technical accounting advice is provided to the Head of Financial Services and Commercialisation and to our Executive Directors. This will include delivery of statutory reporting, management of capital financing and reserves, treasury management and VAT/taxation. You will also be involved in providing technical support on the financial implications of major capital projects.

Being a key member of the Accountancy Management Team, you will have a role in leading the changes in how we operate as a team and how we adapt our processes as our new Enterprise Resource System is implemented across the organisation. You will support our Accountancy Manager and our Head of Financial Services and Commercialisation, by leading and developing the Corporate and Financial Planning team in the Accountancy Service to provide the organisation with high quality finance and decision making support.

To take us forward, you need to be a bold and creative finance professional, with a relevant CCAB/CIMA qualification (or equivalent). Full of energy as well as talent, you’ll be a member of CIPFA (or another CCAB/CIMA member) with experience of leading teams in financial management.
