About us:

At Hampshire County Council, we’ve set ourselves apart from other organisations by creating a leading Public Sector Shared Services Partnership, offering Human Resources, Payroll, Finance, IT and Audit Services, using industry best practice and cutting-edge digital technology.

Our Shared Services Centre delivers to over 100,000 customers across Hampshire County Council, Hampshire Constabulary, Hampshire and Isle of Wight Fire and Rescue Service, Oxfordshire County Council, London Borough of Hammersmith and Fulham, Royal Borough of Kensington and Chelsea and Westminster City Council.

The Transactional Finance service is a significant operation with a workforce of approximately 100 people across multiple functions, including:

Supplier payments, invoice processing and purchasing cards (approx. £4 billion payments per annum)

Billing and credit control

Banking and cash allocation

Taxation

Customer payment channels (ePayments, telephone payments, direct debits)

This is underpinned by a sophisticated IT platform built around, and integrating with, our core SAP ERP and we have an ambitious, ongoing development programme.

The role:

We are looking to recruit an experienced and innovative individual to lead compliance, solutions and enhancements across Transactional Finance for the Partnership.

This position represents an exciting opportunity to shape, define and take forward the future financial solutions of a leading Shared Services Partnership, unlocking the benefits of new technology, maximising efficiency and quality, and ultimately delivering excellent value to customers and our Partners.

You will also be responsible for developing and maintaining robust compliance across the function, ensuring risks are managed appropriately, and overseeing several annual audits and reviews (for example, annual ISAE 3402 Type 2 report). As a Subject Matter Expert (SME), you will be the ‘go-to’ person for senior stakeholders within Shared Services and our Partners.

This role sits on the Transactional Finance senior management team, reporting directly into the Finance Group Manager, and will form part of the Shared Services Extended Leadership Team.

About you:

You will have significant experience of implementing and managing financial systems and processes in a transactional finance environment. Fully conversant with a variety of financial systems and platforms, and industry legislation and standards, you will be passionate about identifying opportunities and delivering real value-added change.

You will be adept at balancing robust control frameworks alongside a commercial mindset and professional curiosity, exhibiting a willingness to change now to meet the needs of the future and the ability to bring people, teams and Partners with you.

Please make sure you complete the application form fully and include examples of your experience when answering the questions. There is no requirement to include a CV with your application as it will be used for context only.

What we can offer you:

We are based in an award-winning, modern city-centre building with access to excellent facilities and close to local transport links.

Alongside a competitive salary, you will also benefit from a generous employment package including:

Pension: Access to the Local Government Pension Scheme which will build up your personal pension pot at a rate of 1/49 of your annual salary each year (contributions are based on a % of your salary)

Annual leave entitlement: You will receive 26 days per annum (pro-rata) rising to 30 days (pro-rata) after 5 years’ service.

Remote and hybrid working: Many aspects of this role can be carried out remotely, complemented by regular office-based working to support business needs (typically one or two days per week at our Winchester office). You will be provided with a laptop and equipment to support hybrid working. Although you’ll have the option to work remotely, we will fully support you in getting to know our organisation, your role and your team.

Flexible working: We have opportunities for flexible working arrangements and will consider reduced or compressed hours. These requests would be discussed and considered on a case by case basis.

Please see our website for further details of our benefits package.
