Strategic Director of Finance & Resources

Belfast City Council is leading the transformation of the city; creating an energetic, safe and attractive place for people to live, work and visit. With ambitious and far-reaching plans, it requires strong leadership to deliver the Belfast Agenda and corporate plan.

Reporting to the Chief Executive and the Council, the Strategic Director of Finance & Resources will be responsible for the Finance and Resources Department which delivers a range of corporate support services including, Finance, Digital Services, Commercial and Procurement Services, Audit, Governance and Risk and the Customer Hub (transforming the way customers interact and access Council services). In addition, the role holder will be the Council lead for delivering the Belfast Region City Deal and supporting its strategic partnerships to drive maximum sustainable growth for the region.

The Strategic Director of Finance & Resources is a critical leadership role, providing direct support to the Chief Executive in his role as the Council’s designated chief financial officer, and developing, leading and managing an integrated service portfolio. The role holder will be collectively responsible with the Corporate Management Team for the effective implementation of the Belfast Agenda, ensuring the delivery of its priorities and value to residents.

The successful candidate will be an exemplar leader with a strong intellect, political acumen and the ability to work across multiple functional areas, as well as being adept at fostering strong stakeholder relationships.

In addition, the Strategic Director of Finance & Resources will be a fully qualified accountant with significant senior management experience of managing all finance and related matters in a large and complex organisation, including leading a large multi-disciplinary team and reporting to non-executive board level.
