Financial Controller – up to £55,000

The Independent Parliamentary Standards Authority (IPSA) is the independent body that regulates and administers the business costs and decides the pay and pensions of the 650 elected Members of Parliament and their staff in the United Kingdom. We were created by the Parliamentary Standards Act 2009, as the world’s first independent regulator of MPs’ financial remuneration.

Allen Lane have partnered with IPSA in supporting their recruitment to the position of Deputy Financial Controller. This is an exciting opportunity to join the organisation in a strong period of growth, collaborating with senior stakeholders and having the responsibility of supporting the development of the wider finance team.

Some of the other key responsibilities of the Financial Controller include:

  • Accountable for the integrity of MP and IPSA finances through robust administration, processing and monitoring aligned to the Managing Public Money, Government Financial Reporting Manual and relevant accounting standards, ensuring compliance with current financial procedures and internal controls.
  • Oversight of robust financial controls across the organisation with a particular focus on banking, payments and receipts, driving continuous improvements to financial processes, controls and governance.
  • Production and review of the Annual Report and Accounts, leading on the financial validation of all MP and IPSA underlying transactions, preparation of Q3 and year-end accounts in accordance with HM Treasury guidelines.  Working the Head of Finance and the National Audit Office to ensure that all IPSA accounting matters are addressed
  • Bringing IPSA’s core values of Staying Connected, Seeing the Bigger Picture, Being Open, Doing the Right Thing and Making a Difference to life through behaviours and actions.

The successful candidate will be a qualified accountant who has enjoyed a progressive career and has outstanding communication skills, a passion for best practice and high calibre influencing skills.  You will be a natural leader who has a keen eye for detail, as well as managing and building relationships both in and out of IPSA.  Whilst previous experience within the Public sector is preferred we strongly encourage candidates from other sectors to apply should they have the prior key requirements.
