Job Details

There has never been a more exciting - or challenging - time to work in local government, especially finance. We are in a period of significant change and opportunity.

Change, because after a decade of funding reductions, councils are now starting to see an increase in funding which is needed to deal with rising demand for services and reduced income resulting from the COVID-19 pandemic.

Opportunity, because London’s boroughs are leading London’s recovery and have a real opportunity to shape how local communities rebuild for the future – and change how local services are funded.

London’s local councils spend £8 billion each year and invest billions of pounds of capital in housing, schools, parks, and other infrastructure. They are big and complex organisations that make a real difference in the daily lives of 9 million Londoners.

London Councils’ finance policy team works to both advance and defend London’s funding. We have to be compelling and persuasive in argument, fully fluent in data, information and evidence in order to influence government and policy makers in Whitehall.

In this role, it will be your job to provide robust data analysis and evidence that is vital to the strength and credibility of our campaigns. You will need to demonstrate outstanding numerical skills and a proven ability to analyse and interpret complex sets of data (financial, demographic and socioeconomic). Proficiency with Excel is essential.

You will have excellent written and oral presentation skills, in particular the ability to present financial and technical information clearly and concisely to both specialist and non-specialist audiences.

You will be working closely with policy colleagues across all policy areas - from adult social care and public health, to children’s services, housing and transport - as well as with our media and public affairs team.

This role offers a position at the forefront of local government finance in London.

London Councils represents the 32 boroughs and the City of London. We aim to get the best deal for Londoners and to ensure that London’s councils have the resources, freedoms and powers to do the best possible job for their residents and local businesses.

We also run a number of services on behalf of the boroughs including the Freedom Pass, Taxicard and Health Emergency Badge.

As a Disability Confident Employer, London Councils will interview all disabled applicants who meet the minimum criteria for the post.

Closing Date: 12 January 2022 at 12 noon.

Interview Date: w/c 24 January 2022.

Over the coming twelve months, London Councils will be working with and on behalf of London’s local authorities to deliver the first ever UK public sector collective investment vehicle (CIV). Through this, the 33 London local government pension funds will be able to collaboratively invest in a range of asset classes, with the aim of reducing overall administrative costs and driving up fund performance. This programme is the culmination of consideration by our Leaders’ Committee over the last two years.
