The Role:

We have an incredible opportunity for a dynamic, convincing, strategic thinker who has the energy and determination to drive and deliver positive change in a large, complex organisation.

Reporting directly to the Corporate Director of Resources, you will have an extensive portfolio including Internal Audit, Fraud, Risk Management Insurance and Governance. In discharging the role of Chief Audit Executive for the County Council under the Public Sector Internal Audit Standards, you will lead on the strategic development and delivery of the service to meet the Council’s policy and planning requirements and operate as Lead Officer for the Council’s Audit Committee.

To this end, you will have proven experience of working with senior executives in a supportive and constructive manner to support our aim of making a real difference to their services. As elected and co-opted members are an equally important stakeholder group, experience of delivering assurance services within local government would be an advantage.

You will be an effective communicator with strong influencing and negotiation skills and the confidence to hold others to account, you will have experience of successfully leading, managing and motivating others to achieve through effective performance management and will operate at all times with a result driven, collaborative mindset.

We expect you to be professionally qualified with either the Chartered Institute of Internal Auditors or one of the CCAB institutes, and able to demonstrate a suitable depth of knowledge and proven experience of internal audit and risk management service delivery at a senior management level. You will also have a good understanding of local government and will have the skills to manage and motivate the Internal Audit and Risk Management team to deliver consistently high levels of service.

Important Information for Members of the Local Government Pension Scheme:

HM Revenue and Customs impose two controls on the amount of pension savings you can make without having to pay extra tax. These controls are known as the Annual Allowance and Lifetime Allowance. The Annual Allowance is the amount by which the value of your pension benefits may increase in any one year without you having to pay a tax charge. You are most likely to be affected by the Annual Allowance if you receive a significant pay increase, and/or you are a high earner. The Lifetime Allowance is the total value of all pension benefits you can have without triggering an excess benefits tax charge, and is calculated by multiplying your annual pension by 20 and adding any lump sum you take from the pension scheme. If the value of your pension benefits when you draw them is more than the Lifetime Allowance, or more than any protections you may have, you will have to pay tax on the excess benefits. Since 2016/17 the Lifetime Allowance has been set at £1 million, increasing each year in line with inflation.
