Calling all experienced and aspiring Chief Finance Officers. Come and join us at a dynamic and friendly Borough Council here at Pendle.  We are seeking a Financial Services Manager to ensure we can deliver the best financial services to the Council.

This role directly supports the Chief Finance Officer (statutory S151 Officer) and offers the opportunity to consolidate and broaden your existing skills and knowledge whilst developing new ones that will enhance your own personal career development.

You will be the Deputy S151 Officer for the Council and must be a CCAB qualified accountant with local government and ideally have at least two years post-qualification experience.

You will actively plan, monitor, and quality-check the day-to-day delivery of the services provided by the team.  This includes delivery of an unqualified set of financial statements within the statutory timescales; preparation of the annual budget, coordination of robust financial reporting and monitoring; and promoting compliance with professional accounting good practice.

You should have a good understanding of local government finance, along with a good technical accounting knowledge of most of the areas you will be responsible for and a willingness to proactively develop this understanding to fill any gaps (which we will support). The ability to build good working relationships, influence and challenge senior stakeholders, and explain complex financial information is also essential.

This role requires you to easily move from undertaking detailed “hands-on” finance / accountancy tasks to analysing and advising on complex strategic financial issues.
