The Treasury and Financing Manager will be responsible for undertaking all aspects of Treasury Management and Capital Financing activities including cashflow management. Services are delivered through an advisory led, business partnering model designed to support service managers in achieving their service goals within appropriate agreed finance policies. Active finance system development and reporting is required to enable effective service support.

Collaborative working with other members of the Finance Team the ICT service and Service Managers is essential to ensure that issues are identified, solutions agreed, developed and implemented, liaising with Finance Leaders as required, achieving service standards, goals and balance of risks.

The post holder will manage the delivery of a comprehensive Treasury Management service, including budget setting, accounts closure, budget monitoring, borrowing and lending transactions, accounting and reporting in accordance with the Chartered Institute of Public Finance and Accountancy’s (CIPFA) Code of Treasury Management Practice, legislation, Treasury Management Policy (TMP)and Treasury Management Strategy (TMS). You will be required to prepare and update the council’s Capital Strategy so that it can be approved along with the Treasury Management Strategy and Council budget annually. In addition the role is responsible for the preparation of both the mid-year and outturn reports that have to be presented to members in a timely manner ensuring that they are comprehensive and accurate. To complement these activities you will be responsible for maintaining and managing all aspects of the Council's asset register and leasing transactions.

To ensure the effective delivery of the service you will be responsible for managing a small team with a responsibility for ensuring coverage of services during peak and leave periods, ensuring effective separation of duties. You will represent Finance and the s151 officer through attendance at meetings, support for projects, provision of advice, modelling and contribution to/preparation of reports for Senior Management Board, Cabinet and full Council

To be successful in the role you should either be a CCAB qualified accountant or a part qualified CCAB accountant and be actively studying towards the fully qualification, with detailed knowledge and experience obtained within a similar role, preferably within the public sector or local government, experience of staff management and a demonstrable record of completed projects within a time pressured environment is essential.
