About the Organisation
Warwickshire County Council is a top performing two tier authority with a reputation for innovation and efficiency. Right now is an exciting time for the County Council as we embark on a programme of establishing the Warwickshire Property Development Group (WPDG) and Warwickshire Recovery Investment Fund (WRIF) to support housing and economic growth within Warwickshire.
If you can match our ambition to drive Warwickshire County Council forward we would like to hear from you.
About the Team and the Role
Playing a critical role in the Finance Service, you’ll be joining a team of five and report to the Lead Commissioner – Technical Finance. You’ll collaborate with senior leaders at the heart of strategic reporting and decision-making to deliver a complex portfolio of work to support the County Council’s financial reporting requirements. This will involve supporting production of WCC’s Statement of Accounts and Whole of Government Accounts submission and particularly leading on financial accounting aspects of the WPDG and WRIF, where the accurate production of Group Accounts and accounting for long term investments will be crucial.
Working with others in the Finance service you will develop, implement, maintain and improve technical accounting practices and policies. This will require influencing the wider Finance Service to drive improvements to ensure that the Council can swiftly and accurately report its financial performance.
Main duties and responsibilities
- Support the production of WCC's Statement of Accounts
- Lead on the strategic co-ordination of WCC Group Accounts and consolidation with its subsidiaries
- Support procurement and coordination of equity and loan valuations for WPDG and WRIF and ensure Financial Instrument balances are correctly and accurately accounted for in WCC's Statement of Accounts under IFRS9 (Financial Instruments) and IFRS13 (Fair Value Measurement)
- Lead on the production of WCC's Whole of Government Accounts submission
- Responding to any external auditors queries on all aspects of WCC's Group Accounts and WCC's Statement of Accounts and supporting interim audit work
- Monitoring the financial performance of the Warwickshire Recovery Investment Fund (WRIF) against WCC's Medium Term Financial Strategy
You’ll gain exposure across the organisation, working with finance and front line service senior managers and elected members as well as external partner stakeholders. With a varied and complex set of responsibilities, your role will be crucial to the successful delivery of the County Council's Statement of Accounts, Consolidated Group Accounts and other external reporting requirements.
Key Requirements
We’re looking for qualified and experienced finance professionals, who can:
· Identify, plan and implement innovative solutions to meet business needs.
· Demonstrate an ability to influence thinking, build strong relationships and work collaboratively.
· Manage risk and performance effectively to meet and exceed expected standards.
· Work within high performing and matrix-managed teams with a commitment to excellence.
Your rewards
Warwickshire is famous the world over as Shakespeare’s county, but that’s only half the story. We’re also one of the UK’s fastest-growing commercial regions, creating exciting opportunities for everyone who lives and works here. Be part of our collaborative, innovative culture and we’ll empower you to bring ideas for new ways of working, to help keep improving the services we provide. In return we offer plenty of training and development opportunities, to help you keep growing in your role. And, because your long-term wellbeing is just as important to us as your ambition, we’ll support you with a great work/life balance enhanced by a generous holiday allowance and access to the desirable Local Government contributory pension scheme.
