Job Title:  Deputy Finance Business Partner - CTP

Salary: £62,270 to £68,790 plus a location allowance of £1,639. You will receive £62,270 the band minimum. Progress to the band maximum of £68,790 will be via incremental progression.

Your role will be to ensure we achieve value for money and to help us maximise our services. As Deputy Finance Business Partner, you’ll provide strategic and operational insight, monitor risks and highlight opportunities for cost reductions and performance improvements. From building excellent relationships with the Counter Terrorism (CT) Policing Executive and Capability Leads, to influencing the CT Network, you’ll have a real impact on the direction of our service. Budget management, strategic planning, funding processes, and change management will all be key parts of your remit.


A qualified accountant with exceptional communication and analytical skills, you’ll be confident negotiating at senior levels and leading a team. Extensive financial management and planning, including reporting, budgeting, forecasting and modelling will be essential. You’ll need to be familiar with applying the principles of HM Treasury Green Book and working in a complex organisation. Ideally, you have an understanding of CT Policing relationships and processes and public sector procurement.

Job Summary

The Deputy Finance Business Partner will be responsible for supporting the Head of Strategic Finance in ensuring that CT Policing achieves value for money and maximises value from the services it delivers while meeting the needs of the Business.  By providing insight, challenge and support at both strategic and operational levels, highlighting potential risks/opportunities and identifying options to drive continuous cost reductions and performance improvement within the tight budget envelope.


Key Responsibilities 

  • Building strong relationships with the CT Policing Executive, Capability Leads and external stakeholders to influence and deliver value to the CT Network.
  • Assisting the Head of Strategic Finance in producing and managing the national budget and strategic planning process for Counter Terrorism (CT) Policing Grant, Protective Security 
  • Grants and other funding streams. This will include preparing and maintaining the Medium Term Financial Plan covering both Revenue budgets and the 5 year Capital Programme.
  • Maintaining CT Policing’s budgetary control environment and processes, ensuring that effective control is exercised through focused and proportionate effort.
  • Undertaking value added and timely analysis regarding actual results and forecasts, proposing options to ensure CT Policing achieves its operational goals, whilst continually reducing costs and improving performance.
  • Provide objective strategic and tactical financial advice and opinions that positively impact the future investment choices made by CT Policing.
  • Identify and drive financial efficiency within CT Policing, ensuring that resources are allocated effectively with rigorous pressure on costs and a commitment to a value for money approach and improvements in operational delivery.
  • Developing and improving financial data management and data management processes across CTP HQ and the CT Network as a whole to improve the efficiency and effectiveness of data collection, reporting and presentation of data to support strategic decision making;
  • Partnering existing and emerging change projects and programmes, including supporting the production of business cases; and providing financial assurance and advice;
  • Driving change management reporting and project accounting related to major projects (revenue and capital).
  • Working collaboratively with all CTP HQ Pillars, including the Human Resources function (in support of workforce planning), Strategy Planning and Performance (SPP), Change, Technology, Data, Commercial and National Business Managers.
  • Supporting the maximisation of income generation activities, including ensuring full cost recovery from Third Party Contracts..
  • Working closely with Commercial to ensure value for money, financial accountability for contracts, supporting the production of investment appraisals and addressing governance issues.
  • Providing support to the Head of Strategic Finance in developing the commercial and financial capability within CTP HQ, to drive value and meet or exceed financial targets and strategic objectives; and in this provide strategic financial input into short and long term decisions.
  • Working with Capability and CTP HQ Pillar Leads to develop analytics that support the tracking of operational demand (including trend analyses) to inform the business planning and budgeting process.
  • Attending meetings as appropriate with the CT Executive, CTPHQ Pillar Leads and Project and Programme Leads to understand costs, risk, demand as well as supporting the production of business cases and funding bids.
  • Promoting and supporting the development of partnerships and integration of Finance within CTP HQ installing a culture of pro-activity, innovation, transparency and collaboration.
  • Providing leadership, direction and management of a small team to support the objectives of CTP HQ Strategic Finance.

Vetting 

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must 

hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.
