About the role

This exciting and multi-faceted role requires you to be the professional lead for Treasury Management and Income Generation, provide expertise and high-quality financial services to senior stakeholders, proactively contribute to the achievement of the finance service’s vision, and contribute towards an innovative, high performance and continuous improvement culture.

The role will manage and develop the council's Treasury Management Strategy, recommending best practice changes as necessary to the Assistant Director - Investments & Innovation.

The role ensures that the council's daily cash needs are met, and that borrowing & investment decisions are made that protect the council's financial sustainability.

The role requires strong communication and negotiation skills to obtain the best outcomes for the borough when building relationships with the financial markets and to ensure senior stakeholders understand the risks and rewards inherent in options and recommendations you make to them.

You will lead by example, modelling and embedding the council’s values and behaviours through working collaboratively with peers, service colleagues, partners and stakeholders.

As a Finance Manager you are expected to make a significant contribution towards building a sustainable, highly effective service that delivers exceptional value for its residents through leadership on financial stewardship, insight and innovation.

About you

You will be CCAB qualified, or eligible within 6-12 months to qualify, with evidence of relevant Continuing Professional Development.

You should be able to demonstrate relevant experience in Local Authority Treasury Management or equivalent investment experience.

You should be confident in your ability to deliver value through strong security, liquidity and yield management.

You should understand income generation activities beyond treasury management and how you can support the council to deliver maximised income to support service delivery.

As the council operates under its new principles for work, you will be comfortable operating as part of a hybrid workplace, delivering outcomes for the council and the residents we serve from wherever you work.

You will be a strong proponent of innovation and change, where it is required, and will actively contribute to our high challenge-high support culture to drive continuous improvement, delivering on the council’s corporate plan 2021-25.

You are confident in the use of data and insight to drive decision-making and you are confident in your communication skillset with a track record of success.
