Norfolk County Council are the main local authority for Norfolk providing services countywide to Norfolk residents. We take a lead in critical policy areas, and we work in partnership with local businesses, voluntary organisations and other local authorities in order to provide the people of Norfolk with excellent services.

Although part of our broader financial community, this role will be embedded within Children’s Services, one of our most important services and one that is currently on an ambitious transformational change journey that will improve outcomes for children, young people and families across Norfolk. You’ll use your relationship building and influencing skills, combined with your accountancy background, to help shape, transform and evolve our services. This role will be key to the successful delivery of a wide reaching change programme, as you will keep project budgets on track, help shape key investment decisions, and play a vital role in providing challenge, support, perspective and innovation from a financial perspective.

The core focus of this role is to provide dedicated financial support to the Children’s Services change programme, which in practise means you’ll have a broad range of responsibilities, and a real opportunity to help people, influence decisions, and have a big impact on the programme success. Day to day, you’ll support staff with the creation of business cases and project documentation, and you’ll need to be able to balance both challenge and support as we seek to ensure our investment of taxpayer monies is based on strong evidence and offers value for money. You’ll work closely with the service department, the wider finance team, and external partners to monitor and evaluate the financial benefits associated with the changes we are undertaking. At times you’ll investigate specific topics in detail, and at other times you will need to be able to exhibit a more strategic approach and mindset.

To be considered for the role, you’ll need to be a qualified accountant at CCAB level, plus have demonstrable experience working in a professional capacity, ideally in a large, complex environment. Equally important is your ability to build relationships, support business cases, influence decisions, provide challenge and communicate effectively at all levels. You’ll need to be flexible and adaptable in your approach, and pragmatic and proactive in your attitude. And you’ll need resilience to deal with setbacks, tenacity to overcome challenges, and the ability to remain focused at all times on providing effective solutions and ensuring programme success.
