Job Details
CIPFA-Penna are currently working with a local authority based in the South West recruit for a Project Accountant.
To undertake a review of the financial modelling undertaken to-date on the Council’s regeneration projects and make recommendations to the S151 Officer for any improvements needed and to implement any agreed changes.
To prepare financial update reports each quarter to each of the Project Boards, as well as the overarching Strategic Development Board, to include spend-to-date figures, future estimated expenditure including cash flow projections, funding and income projections, and a critical-friend assessment of the financial risks involved including scenario testing of key assumptions.
To regularly liaise with the Deputy S151 Officer (who undertakes the Council’s day-to-day Treasury Management activities) and the Council’s Capital Specialist in order for them to understand the financial projections for the Regeneration Programme so that they can undertake work they are responsible for, for example the quarterly capital budget monitoring reports, year-end capital closedown, Treasury Management Strategy etc.)
Person Specification:
A qualified accountant ideally with experience of working in the public sector.
Significant experience of giving financial advice on large, complex, capital programmes and projects ideally with a regeneration focus.
Good written and oral communication skills. Confident when talking about financial issues with Elected Members, Directors, Project Managers, and other non-finance professionals/specialists.
The ability to challenge figures and assumptions and to act as a critical friend to the Project Manager.
Good excel modelling skills with a track record of reviewing and setting up appropriate financial models along with an understanding of model governance and best practice standards.
