The successful candidate will be joining the Finance Function at an exciting time as we transition to a new operating model which will allow you the opportunity to shape and deliver our services for the future.    

To support the Council’s Enterprising Council approach the Finance Function is moving to a centralised operating model.  This role is pivotal in supporting all aspects of financial advice for services across the Council and you will be responsible for leading the finance business partnering function across all service areas. The role will report directly to the Council’s Deputy Section 151 Officer and support the departmental leadership teams in ensuring robust financial arrangements, delivery of service plans and projects as well as providing robust challenge in safeguarding value for money principles. 

You will have responsibility for managing and reporting on operational performance for the business partnering teams and overall responsibility for delivery of the Council’s annual accounts and capital programme.   

A key requirement of the post is to ensure the provision of an effective Finance Business Partnering function across the organisation which will challenge the traditional methods of financial monitoring activity ensuring finance works in partnership with services to ensure accurate monitoring of budgets and delivery of the Council’s savings programme. 

You must support the Council in meeting the requirements of the CIPFA Financial Management Code by working with services to ensure compliance with Council’s Financial Regulations and governance arrangements.
