The largest Local Government Pension (LGPS) provider in London with around £6.5 billion of assets and 135 active employers is now looking for an exceptional finance director to contribute as a key member of its senior leadership function to the formulation and development of the LPFA’s corporate and strategic plans and priorities. Reporting to the CEO, you will have an opportunity to join a dynamic and engaged team dedicated to LPFA’s success and that of its members and employers. You will provide strategic leadership of the Finance function and will also act as the Authority’s Section 151 Officer. You will present financial and technical advice to the Board and CEO whilst ensuring the advice is in the public interest and provides value for money. The LPFA’s aim is to deliver LGPS pension services to a high quality and in a cost effective and efficient manner. You will be joining at both an exciting and challenging time for local government and pension schemes with significant changes to working practices, multiple stakeholders and increasing regulatory and societal challenges to manage.

Candidate needs to be able to communicate complex/technical information in a clear and credible way. They also need to operate effectively in different modes including influencing, directing, evaluating and informing, providing impartial and objective advice to the Board and CEO. They will also be expected to represent LPFA at external meetings and conferences and be capable of deputising for the CEO on occasion. The role has oversight responsibility for the delivery of the Finance function in terms of its effectiveness, quality and accuracy of reporting. The Section 151 Officer supports the effective governance of LPFA through being a key part of the collective responsibility (with the Chief Executive and other strategic Directors) for risk management and taking specific responsibility for areas of Fund risk specifically allocated to the Finance Director to lead on, including financial resilience.

Background and experience: You will be educated to degree level and be a member of CIPFA or equivalent with evidence of relevant, ongoing professional development. You must have an in-depth understanding of local government finance and pensions, with substantial experience at senior management level within a large multi-disciplined organisation with a proven track record of consistent achievement and the delivery of strategic outcomes. Maintaining excellent working relationships with key external stakeholders such as Greater London Authority, Local Pensions Partnership, Ministry of Housing, Communities & Local Government and The Pensions Regulator is an important element of this role and you must demonstrate experience of developing and maintaining effective partnership working with a wide range of internal and external bodies. Senior stakeholder credibility will be a key criteria for this role.
