We are looking to appoint a permanent Finance Business Analyst within the Council's Finance Service. This role will predominantly support our Corporate Finance Team but may be required at times to operate within other teams within the Service.

The role will initially be focussed on the Council's management and monitoring of expenditure and funding relating to the COVID-19 pandemic, in particular by providing the necessary financial information and advice to Senior Managers in order to maintain budgetary control within the organisation. It will also be responsible for the completion and submission of regular returns to Government and other bodies.

Working to the Corporate Finance Manager, the role will also be expected to provide key financial support in respect of the Council's annual budget setting process, linking closely with the Head of Financial Strategy & Insight and Strategic Finance Managers to ensure a co-ordinated approach to the delivery of the budget and the Council's strategic and operational decision making.

This role will need to identify and assess the impact on the Council of central government and ministerial announcements, changes in the economy and the market, and changes in demand and demographic factors. This will need to include full financial analysis, supporting analysis, commentary and recommendations that take into account the impact across the whole organisation.

You will be CCAB Qualified, with significant experience in similar roles. In Finance we are dedicated to the training and development of our staff, with on the job training opportunities as well as opportunities for further professional development.

You must be able to demonstrate a good understanding of high level and detailed medium term financial planning and budgeting processes and be able to provide and enable financial advice in relation to financial standards, options appraisal, and financial modelling.
