We are looking to recruit three highly experienced, enthusiastic, and self-motivated finance professionals’ who are keen to play a leading role in the strategic financial management of a prestigious public sector organisation.  

Hampshire is one of the biggest County Council’s in the country and its services have been consistently rated in the top quartile for many years. Underpinning this success is the robust stewardship of the Council’s financial resources which is supported by a modern, professional Finance Department that also provides services to a range of partners as part of the biggest public sector shared service arrangement in the country.

There are three senior roles available:

Corporate Accounting Manager – This new role will provide financial and technical advice to the County Council and its strategic partners (e.g. Police and Fire Services for Hampshire and the Isle of Wight). This role oversees all aspects of Corporate Accounting responsibilities, including financial governance and compliance, proper accounting practice, statutory reporting, financial management of the County Councils Capital programme, and financial ledger control.

Financial Planning Manager – This new role will identify opportunities to maximise financial resources and to formulate options to ensure financial sustainability for the County Council in both the short and medium term. This requires a deep understanding of the system for local government funding, together with an understanding of the key financial implications of local authority services. The role may also develop to provide Chief Financial Officer support to one of our partners in the longer term.

Operational Finance Manager – This post manages the Operational Finance Team of around 70 staff, ensuring the provision of quality financial services to the County Council and its partners. This role is key in leading the team to maximise the efficiency and effectiveness of the service and to provide value added support to managers and services alike. You will be expected to develop the team, maximise the available resources and provide support to our wider partners; including ongoing system development.

The creation of the two new roles will aid with future succession planning and importantly will provide additional skills, capacity and resilience to the existing senior team.

We are looking for qualified CCAB accountants who have extensive experience in providing these services within a complex local government environment. Significant past experience is critical for the two new technical roles in particular.

The Finance team is based in Winchester, a beautiful and historic city on the edge of the South Downs National Park with a great quality of life and good travel links to London. Working from home arrangements have been adopted since the outbreak of the pandemic and the best elements of these new ways of working will no doubt continue as we begin to return to work in the future.
