CIPFA-Penna are delighted to be working in partnership with a South West based local authority organisation who are looking for an Interim Section 151 Officer. The successful  candidate will act as the Section 151 Officer (responsible Financial Officer) for the Council. Maintain strong financial management underpinned by effective financial controls and secure systems and keeping proper financial records and accounts.  As S151 Officer, have unfettered access to internal audit, and influence and control those parts of internal audit’s work programme that relate to the discharge of the postholder’s statutory duties. Act in conjunction with the Monitoring Officer (as appropriate) as the Council’s key adviser to the Senior Leadership Team, elected Members and external partners promoting the work of the Council and its reputation within their specialist area. 
 
Expert knowledge of local government finance - accountability and responsibility for all strategic financial work. 
 
Key tasks 

  • Lead the yearly creation and production of medium financial term plan 
  • Manage the annual closure of accounts, as responsible Financial Officer, to ensure that the statutory deadlines are met and the Council’s high standards in these areas are maintained. 
  • To deliver a technical, professional service with high standards of advice and support and resolving issues of varying complexity as they arise. 
  • Ensure compliance with statutory regulations, legislation, professional codes of practice and adherence to Council policy - accountable for professional standards of your role across the organisation 
  • Deliver projects, interventions and initiatives and develop policies (together with the Strategy & Commissioning team) in-line with corporate and business plans. 
  • Deliver focused specialist advice, keeping up to date with current and emerging legislation, best practice and policy to ensure continuous development and improvement.
