Prif Swyddog Cyllid a TGCh (Swyddog Adran 151)

Cyflog £89,085 – £99,565  (dan adolygiad, mae’n bosibl y bydd modd ei ymestyn lle bo angen yn sgil amodau arbennig) bydd ein polisi ail-leoli hefyd yn berthnasol i’r swydd hon.

Yn sgil ymddeoliad deiliad presennol y swydd, mae cyfle cyffrous wedi codi i ymuno a’n Uwch Dîm Rheoli, yn adrodd yn uniongyrchol i’r Prif Weithredwr. Byddwch yn arwain ar y portffolio Cyllid a TGCh, ac yn cyfrannu’n weithredol at ein nodau arweinyddiaeth casgliadol er mwyn darparu gwelliannau hirdymor a gwasanaethau cynaliadwy ar gyfer Cyngor Bwrdeistref Sirol Wrecsam.

Mae gennym enw da am reolaeth gyllidol gadarn a threfniadau llywodraethu uchel eu parch ac rydym yn chwilio am rywun i fynd â ni ymhellach ar y siwrnai hon ac adeiladu ar y llwyddiant. Byddwch yn chwarae rhan hanfodol yn darparu blaenoriaethau Cynllun y Cyngor ynghyd â chyfrifoldebau penodol dan y thema Trefniadaeth, “parhau i foderneiddio ein gwasanaethau a chefnogi Cyngor cadarn.”

Fel prif ymgynghorydd y Cyngor ar faterion ariannol, rydym yn chwilio am unigolyn sy’n meddu ar sgiliau arweinyddiaeth ardderchog a gweladwy, sgiliau proffesiynol a gwybodaeth i ddatblygu perthnasoedd a phartneriaethau effeithiol gydag ystod o fudd-ddeiliaid mewnol ac allanol.

Byddwch yn cynghori’r Prif Weithredwr, a’n Haelodau Etholedig ar faterion allweddol, a strategaethau ariannol, yn ogystal ag arwain ar rai o’n gwaith newid pwysicaf, a phrosiectau partneriaeth eraill. Bydd y disgwyliadau’n uchel o fewn ac y tu allan i’r Cyngor, ond bydd atebolrwydd ar y cyd a chefnogaeth gryf yn cael eu darparu.

Mae’r portffolio’n cynnwys nifer o wasanaethau pwysig y byddwch yn eu harwain, eu datblygu a’u gwella’n barhaus er mwyn sicrhau darpariaeth gwasanaeth cefnogi effeithiol, gan sicrhau safonau ariannol cryf a llywodraethu ehangach. Bydd arnoch chi angen dealltwriaeth o gyllid llywodraeth leol a’r materion sy’n wynebu meysydd y portffolio.

Yn ogystal â gweithredu fel ein prif swyddog cyllid, mae’r rôl yn cynnwys gweithredu fel swyddog statudol ar gyfer Swyddog Adran 151, sy’n ymofyn cymhwyster cyfrifyddiaeth perthnasol,  cymhwyster Sefydliad Siartredig Cyllid Cyhoeddus a Chyfrifyddiaeth neu gyfwerth.

Bydd gennych lwyddiant blaenorol o  gyflawni canlyniadau strategol yn y meysydd portffolio hyn a'r sgiliau i ddylanwadu ac arwain eraill. Bydd gennych y gallu i arwain ar newid diwylliannol, gan annog sgyrsiau gonest trwy gydol y gwasanaeth a hyrwyddo diwylliant ‘Un Cyngor’. Os oes gennych y gallu i ddarparu cefnogaeth ariannol, fasnachol a strategol gref i Swyddogion ac Aelodau'r Cyngor yn y rôl ganolog hon, byddem yn croesawu cais gennych chi.

Strengthening Financial and Service Resilience

Chief Officer Finance and ICT (Section 151 Officer)

Salary £89,085 – £99,565 (under review, this may be extended when certain conditions necessitate this) our relocation policy will also apply to this post.

Due to the current post holder’s retirement we have an exciting opportunity to join our Senior Leadership Team, reporting directly to the Chief Executive. You will lead on the Finance and ICT portfolio area, as well as actively contributing to our collective leadership goals to deliver long-term improvement and sustainable services for Wrexham County Borough Council.

We have strong record of robust fiscal management and well respected governance arrangements and are looking for someone to take us further on this journey and build on this success.  You will play a pivotal role in the delivery of the Council Plan’s priorities along with specific responsibilities in its Organisation theme “to continue to modernise our services and support a resilient Council.”

Being a principal adviser to the Council on financial matters, we are seeking someone with excellent visible leadership skills, the professional skills and knowledge to build effective relationships and partnerships with a range of internal and external stake holders.

You will advise the Chief Executive and Elected Members on key issues and financial strategies, as well as leading some of our most important change work and other partnership projects. Expectations will be high both within and outside the Council but collective accountability and strong support will be provided.

The portfolio includes a number of important services that you will lead, develop and continue to improve to ensure these are effective support services, whilst maintaining strong financial and wider governance standards. You will need an understanding of local government finances and the issues that face the portfolio areas.

As well as being our lead finance professional the role includes the statutory position of Section 151 Officer, which requires a relevant accountancy qualification, CIPFA or equivalent.

You will have a proven track record of achievement in the delivery of strategic outcomes in these portfolio areas and the skills to influence and guide others.  You will have the ability to lead on cultural change, encouraging honest conversations throughout the service and promoting a ‘One Council’ culture. If you have the ability to provide strong financial, commercial and strategic support to the Council’s Officers and Members in this pivotal role, we would welcome an application from you.
