Come and join us here at Pendle Borough Council.  We are seeking two senior finance professionals to significantly enhance our finance team capability so that we can deliver the best financial services to the Council.

Both roles directly support the Chief Finance Officer (statutory S151 Officer). Both offer the opportunity to consolidate and broaden your existing skills and knowledge whilst developing new ones that will potentially enhance your own personal career development.

FINANCIAL SERVICES MANAGER

PO 22-25 = £51,817 - £55,612 per annum

You will be the Deputy S151 Officer for the Council and must be a CCAB qualified accountant with local government and at least two years post-qualification experience.

You will actively plan, monitor, and quality-check the day-to-day delivery of the services provided by the team.  This includes delivery of an unqualified set of financial statements within the statutory timescales; preparation of the annual budget, coordination of robust financial reporting and monitoring; and promoting compliance with professional accounting good practice.

TECHNICAL ACCOUNTANT

PO 5-8 = £34,728 - £37,890 per annum

You will provide advice and support to the Chief Finance Officer on treasury management, capital expenditure & financing, the Collection Fund, and VAT. You will ideally be a CCAB qualified accountant.

To be suitable for both roles, you must have a good technical accounting knowledge of most of the areas you will be responsible for and a willingness to proactively develop this understanding to fill any gaps (which we will support). The ability to build good working relationships, influence and challenge senior stakeholders, and explain complex financial information is also essential. In addition, the Financial Services Manager role will require considerable understanding of local government finance, including legislation, best practice, and accounting.

Both roles require you to easily move from undertaking detailed “hands-on” finance/accountancy tasks to analysing and advising on complex strategic financial issues.  

You will be joining a dynamic and friendly Council.  The culture is supportive and we are keen to develop our staff as much as we can. We are currently working remotely and will continue to support flexible working when we do return to the office post Covid.  We are happy to consider candidates who wish to spend the majority of their time working remotely, as long as some time (to be negotiated) is spent at our offices.
