Enfield Council is engaged on a unique and exciting journey of transformation that makes us one of the most attractive local authorities in the UK to join right now. We’ve got big ambitions to deliver a lifetime of opportunities for everyone in the borough and we have a plan in place that we believe can inspire and challenge our staff and our residents to make it happen.
As Head of Capital & Projects, you’ll help get some of our most exciting projects get off the ground. With your expert technical financial advice, we can make the right decisions on everything from delivery models to financing options. You’ll also help to develop business cases and complex financial models that will determine the viability of large-scale capital projects. And, as deputy for the Head of Capital and Projects, you’ll help to manage capital grant funding, develop financial policies and strategies, and improve overall financial management of the Capital programme.
With challenges from day one, you’ll need CCAB/CIMA membership and a solid track record in a similar role. You should have advised senior figures on the financial viability and affordability of major housing, regeneration and infrastructure capital projects, using strong communication skills. You’ll base your guidance on your own complex Excel financial models and well-honed financial planning abilities. If you’re also familiar with local government Capital finance, relevant legislation and the political landscape, you’ll gain trust and credibility quickly.
We have clear values: to be ambitious, make a difference and be caring but also to have a dynamic and supportive senior management team with a strong collective focus on achieving our strategic objectives, and a workforce focused on delivering the best services and support local government can offer.
