The finance team is at the heart of the council, they are currently going through a period of transformation and this newly created role will be leading and integrating the delivery of a range of financial services to add value, drive change and facilitate the ambitions of Southend-on-Sea.
Your new role.
As the Assistant Director of Financial Services and the Deputy S151 Officer of the Council you will lead a dedicated team, providing support, adding value and guidance through strategic and operational advice. You will provide an effective finance business partnering service for all budget holders, ensuring full integration with the overall Southend 2050 ambition and focussed on delivering the priority outcomes of the Council.
You will be expected to lead and develop an effective Medium Term Financial Strategy, that delivers an outcome focussed balanced and sustainable budget. Your team will also produce the annual statement of Accounts and manage the external audit process. You will also manage the Councils Capital Investment programme, Treasury Management Function, Insurance arrangements and provide oversight and support to the Revenues and Benefits Service.
What you'll need to succeed
You must be a qualified accountant, with extensive experience in Local Government organisations at a senior level. Leading a large team of over 100 means the post requires someone with great interpersonal skills, as well as the technical ability to lead the production of the Statement of Accounts and Budgets.
Southend-on-Sea Borough Council is looking for someone to drive positive change whilst delivering results, leading by example to build great relationships within the organisation and beyond. In addition the role is an ideal step for someone aspiring to be a S151 officer.
