Our support services play a key role in helping the whole Council work to the best of its ability and ensure the Council can deliver on its priorities. Within that the Financial Management function has undergone some major changes, including; moving to a centralised finance function and implementing a new finance system. The priorities over the next two years are addressing the financial challenges facing the Council and embedding a culture of business partnering and adding value.

Kensington and Chelsea has a Tri-Borough working arrangements with London Borough of Hammersmith and Fulham and Westminster Council for the provision of Treasury and Pension services. The Pensions Fund Manager will play a key role in monitoring the investment of the fund’s assets and liabilities alongside proposing strategies for managing asset growth for Kensington and Chelsea. The role will also need to work collaboratively with colleagues across the Tri-Borough team to manage the three pension funds as a co-located team. Duties include:

  • Monitoring the investment of the fund’s assets and liabilities
  • Proposing strategies for managing asset growth and carrying out due diligence on potential investment managers and opportunities
  • Taking accountability for providing the systems of financial control appropriate to the operation of the fund
  • Producing the statutory pension fund accounts and financial statements, and serving as the primary contact during the external audit of these accounts and statements.
  • Working collaboratively with colleagues across the Tri-Borough team to manage the three pension funds as a co-located team

The ideal candidate for this role will need to be a motivated and committed qualified accountant with excellent interpersonal skills. Strong technical accounting skills including exposure to closure of accounts and reconciliations are essential as is a interest and commitment to developing investment knowledge.
