There are exciting and challenging times ahead for Lancashire Constabulary as we look to implement the Government’s recently announced Spending Review initiatives for Policing. This role will be at the forefront of the planning and delivery of the resulting organisational change and workforce transformation.
The Head of Finance, Procurement and Transactional Services is pivotal in achieving the organisation’s purpose of keeping people safe and delivering a consistent and compassionate service together with our objective of becoming an outstanding Force. The portfolio was created in April 2019, following a comprehensive review of business support services, and this post reports directly to myself as Director of Resources and Chief Financial Officer. The role will be required to deputise as Chief Financial Officer in compliance with Section 151 of the Local Government Act 1972.
As head of the portfolio you will work alongside the Chief Officer and Executive Leadership teams providing strategic advice and constructive challenge in their drive to achieve and deliver the organisation’s purpose and objective. You will work collaboratively with the Office of Police and Crime Commissioner, regional and national colleagues and you will provide strategic leadership and direction to your team and associated internal stakeholders. At all times you will ensure that delivery of the agreed plans and service improvements are met in the most professional, effective, economic and efficient way to maximise Lancashire’s resources whilst balancing the budgets. You will also ensure compliance with all relevant statutory, legislative and regulatory requirements.
As Head of Finance, Procurement and Transactional Services you will be an innovative, qualified financial professional with a positive attitude, the ability to influence and challenge and able to evidence commitment to our values and ethics. You will also be able to demonstrate substantial proven experience of working at a strategic level and previous successful delivery of service transformation.
