Overview

This is an exciting opportunity for an enthusiastic and self-motivated individual to work within busy Finance Team supporting the Children's Services Business Unit of Buckinghamshire County Council. You'll be providing a full Finance Business Partner function leading the Financial Controls Team within Children's Services Finance.

About us

On 01 November 2018, it was announced by the government that the five councils in Buckinghamshire will become a single unitary authority in April 2020. Any changes made to the structure of local authorities in the county may affect council employees in the future. Therefore, the five councils have agreed to restrict applications to this position to current employees of the five councils for a period of 14 days from 17th September 2019 to 1st October 2019. External candidates are welcome to submit their application at any point; however, if a current employee applies during this 14 day period, their application will be assessed prior to the council considering applications from external candidates.

It's an exciting time to join the Children's Services Finance Team in Buckinghamshire. As a result of a recent restructure the team is growing and we are looking to boost our capacity to provide high quality finance support to Children's Services within Buckinghamshire, taking a finance business partnering approach. Excellent Financial management is at the heart of everything we do and we work closely with budget managers within Children's Services to ensure we can support decision making with high quality financial advice and information.

About the role

This is a part time role (0.6FTE) as a job share with the existing Finance Business Partner (Financial Controls) ensuring we have full time leadership capacity within this busy team. The Financial Controls team is responsible for the provision of budget monitoring information, budget setting and medium term financial planning, working closely with budget managers within the service to understand and manage cost drivers within the business.

The post holder will report directly to the Head of Finance for Children's Services and will also have exposure at senior levels to deputise for the Head of Finance in meetings with senior leaders.

Key responsibilities will include:

  • Leading the provision of finance support, advice and challenge to promote excellent financial management processes and behaviours across Children's Services.
  • Driving accountability and sound financial control.
  • Co-ordinating and consolidating accurate and timely monthly finance reports for the whole Business Unit, to report at Corporate and Cabinet level, in conjunction with the Head of Finance.
  • Scrutiny and Challenge of spending proposals to ensure Value for Money and affordability.
  • Active management of financial risks and opportunities across the service area.
  • Leading the Financial Controls Team and playing a key role in the overall leadership of the Children's Services Finance Team.


About you

You will epitomise the behaviours required for effective Finance Business Partnering, including: effective communication with well-developed interpersonal, persuasion and negotiation skills to build relationships and influence stakeholders and customers; making effective decisions; and delivering a quality service via continuous improvement. You will have the ability to work flexibly and deliver at pace, and you will be able to work under your own initiative, with the ability to resolve most problems without the need for escalation.

You will demonstrate excellent technical skills, with the ability to model, analyse and interpret complex financial data and present to non-financial managers, including carrying out an options appraisal. You'll be able to demonstrate effective risk management and project management skills. You'll be CCAB or CIMA Qualified with relevant post qualification experience.
