We have an opportunity for a Corporate Governance and Assurance Manager to join us on a full time, permanent basis. In this role you will be responsible for the strategic and operational leadership, management, development and continuous improvement of the Council’s corporate governance and assurance arrangements incorporating the management of strategic risk and the statutory annual governance review processes. In return you will receive a competitive salary of £42,683 - £45,591 per annum.

Key responsibilities of our Corporate Governance and Assurance Manager:

  • Be the lead officer for developing Council strategies, polices and procedures covering corporate governance, strategic risk management and wider assurance arrangements for the Council
  • Be the lead officer in ensuring the Council can demonstrate a culture of transparency and accountability through a comprehensive framework of embedded good governance and practice
  • Influence how the Council and other key organisations manage, account for, use and control expenditure and income, physical assets, information and human resources within the corporate governance framework
  • Be the lead officer in advising and promoting effective risk and issue management practice as part of the organisation-wide framework of corporate governance and assurance
  • Be the lead assurance and risk management advisor in relation to the council’s major projects and programmes
  • Provide the lead role in supporting the Council’s Audit Committee to discharge its responsibilities and assist in its continual development and contribution to the Council
  • Lead and continually improve the Council’s annual governance assurance process in order to prepare the statutory Annual Governance Statement (AGS), including contributing to the annual planning of governance assurance reviews
  • Be responsible for ensuring high levels of awareness and compliance with the Council’s governance framework, developing training materials and delivering training sessions to employees and Councillors
  • Work closely with Internal Audit to develop and embed a seamless and integrated governance assurance framework for the Council and improve the governance framework in the light of Internal Audit findings

What we’re looking for in our ideal Corporate Governance and Assurance Manager:

  • Level 7 qualification in a relevant field e.g. CIPFA/ CCAB, IIA or post-graduate diploma, OR extensive equivalent experience of interpreting and implementing relevant legislation, extensive theoretical knowledge in a relevant area related to the role and in depth working knowledge of relevant legislation, policies and procedures of the relevant area of work.
  • Willing to undertake training and continuous professional development in connection with the post training in the use of Microsoft Office packages
  • Extensive and proven experience at a senior management and leadership level in a corporate governance, assurance, risk management or audit environment
  • Extensive and proven experience of influencing senior management to adopt and embed new and innovative approaches, polices and procedures
  • Extensive experience of successfully implementing or supporting major change management initiatives within a large complex environment
  • Significant experience of working successfully with the highest level of management
  • Significant experience of working in a political environment or with audit committees or an equivalent Board
  • Considerable experience of policy and procedure formulation and implementation including production of high quality reports/governance documentation
  • Significant proven experience of designing or supporting service development, implementation and evaluation processes including utilising performance management systems
  • Significant proven experience of planning, prioritising, organising and managing demanding workloads
