Enfield Council has consolidated its finance functions from across the local authority into a single Finance Hub. The hub covers four teams: Corporate Finance; Capital and Projects; Budget Challenge and Financial Activity; and Pensions.

You will support the Head of Finance – Capital & Projects in developing the HRA financial framework to ensure investment in housing and estates is consistent. You will also contribute to the overall HRA financial strategy by finding a balance between investment in new/additional housing and land stock. The Housing Development Accountant will play an integral part of finding opportunities for the HRA to take forward schemes to purchase homes direct from developers similar to the successful Meridian Water development.

Key duties in this role will include reviewing proposals for estate regeneration schemes, undertaking scenario modelling for tenure mixes across HRA schemes, and review the value for money for development schemes to ensure they comply with financial framework HRA conditions and funding criteria. You will also manage the monthly financial monitoring of various HRA schemes and attend the monthly Regeneration Board to provide advice on financial implications and progress of each scheme.

Ideally you will be CCAB qualified or working towards your qualification and have a comprehensive understanding of housing development finance. You will have strong numerical and analytical skills with the ability to interpret complex financial information and present this to senior management and elected members.
