oneSource is the innovative partnership established by LBs Bexley, Havering and Newham to provide a range of corporate services. Following the appointment of Simon Pollock as the new Executive Director, and Dave McNamara as the interim Director of Finance oneSource are looking to recruit a number of qualified highly motivated professionals to help develop the Financial Accounting function in to a centre of excellence for all three authorities.
The intention is to support and develop all finance staff. The range of opportunities that it is intended to provide to staff, includes programme management skills, data analytics, and the development of future finance Leaders supported by external professional bodies as well as a series of in-house programmes to enhance core competences as part of a programme of continuous professional development.
The focus for the finance community within oneSource is to establish centres of excellence of financial and management accounting.

The partnership also gives staff the opportunity to share their knowledge and expertise across the Councils where and when necessary and broaden their own experience.
Reporting to the Head of Finance - Financial Control and Corporate Business Systems the Chief Accountant will lead and develop the enhancement of the corporate accounting function and the production of the Annual Statement of Accounts for Newham, Havering and Bexley, ensuring the Council’s different needs and financial context are supported. Key responsibilities will include:
- Managing and developing the production of statutory Financial Reporting at each Council, including the Statement of Accounts;
- Reviewing, managing, and implementing appropriate financial control processes to ensure the maintenance and integrity of the general ledger system at each council;
- Providing technical advice and support to internal customers and supporting the Head of Finance and/or Section 151 Officers at Audit Boards;
- Leading on the consolidation of commercial entities
The successful candidate must be a professionally qualified accountant with a strong technical background and exposure to closing accounts within a Local Government setting. Proven experience of leading on change and improvement as well as the ability to influence and communicate across a range of stakeholders is essential.
