The role of the Police and Crime Commissioner is expanding, gradually incorporating more responsibilities, and this role is central in delivering that role efficiently. West Mercia is the fourth largest geographic police area in England and Wales and our communities cover the three counties of Herefordshire, Shropshire and Worcestershire with a population of 1.2 million people. We have clear direction for the development of policing, victims’ and crime reduction services across the area and ensure the good governance of West Mercia Police.

Job Responsibilities

You will play an integral part in contributing to the Police and Crime Commissioner’s strategic and managerial decisions which enable him to fulfil his statutory duties and responsibilities. You will support the Treasurer in managing the financial performance of the Police and Crime Commissioner and in holding to account the Police Force in its management of its resources. You will assist the Treasurer in fulfilling her statutory responsibilities and deputise in her absence. You will play a key role in the preparation of financial strategies, budgets, financial monitoring reports and accounts. You will work closely with partners and stakeholders to identify and design innovative commissioning frameworks that improve the services provided. You will take accountability for the commissioning strategy, policies and plans for the Police and Crime Commissioner by awarding contracts through procurement processes and allocating funds effectively to improve outcomes for victims and the public. You will provide strategic level advice to senior stakeholders.

Skills and Qualifications Required

You will be a qualified accountant with proven experience in a senior finance role in the public sector. You will have substantial experience in a professional accounting environment where you will understand the political makeup of an organisation and the public scrutiny it may face. As the Head of Finance and Commissioning you will have experience of formulating and implementing financial strategies across a large organisation and can influence decision makers at senior level. You will oversee the development and implementation of commissioning strategies and the evaluation of delivery contracts and projects. You will have a strong understanding of business change principles.
