OVERALL PURPOSE OF JOB

  1. To provide a key supporting role within the Council's Financial Services Team, providing financial and administrative support.
  2. To contribute to an efficient and effective Financial Services team identifying and improving processes while complying with statutory requirements
  3. To undertake finance reconciliations and be responsible for investigating and resolving discrepancies

KEY RESPONSIBILITIES

  1. Support senior managers, budget holders and accountancy staff in the preparation of monitoring reports from the Financial Information System.
  2. Updating and maintaining the financial system in an accurate and timely manner, complying with accounting standards and statutory regulations.
  3. Assist with the preparation of the Council’s Statutory Statement of Accounts and Annual Budget Book including coordination of the publications.
  4. Undertake monthly reconciliations relating to the Council’s bank accounts and related income and expenditure and feeder accounts – with any discrepancies being identified and resolved.
  5. To periodically review the effectiveness of processes, proposing and implementing changes as appriopriate.
  6. Provide cover for the Creditors team on a regular basis.
  7. Finance team representative on Corporate Health & Safety Group.
  8. Provide general support to the finance directorate for housekeeping.
  9. Specific operational duties will be determined, in accordance with the training and experience of the post holder, to fit in with the overall work of the Financial Services Team

The above duties and responsibilities give a broad outline of the functions of the post.  However by necessity, these duties must be approached in a flexible manner to accommodate the changing needs and demands of the service provided by Uttlesford District Council.  The post holder will be expected to adapt to changing circumstances and therefore the outline of duties may change from time to time.

OPERATING ENVIRONMENT

The post holder will be expected to follow the Council’s policies and procedures and act in a flexible, co-operative and professional manner at all times, assisting colleagues to maintain a cost effective and efficient service.  The post holder will also be expected to operate within corporate standards of performance and security and, Health and Safety 

Knowledge

  • Good numeracy, literacy and keyboard skills together with the ability to make use of Microsoft Office tools including Word, Excel and Outlook.
  • A good understanding or willingness to learn the use of a financial information system for enquires and updating.
  • A detailed understanding of the role system reconciliations play in supporting the financial accounts
  • A good understanding of district council services.

  • The ability to communicate effectively with people at all levels, including senior managers.
  • The ability to manage personal workloads, and willingness to work flexibly within a team, to cope with competing and often urgent demands.
  • Willingness to learn new skills and adapt to new ideas.
  • The ability to work on own initiative and under pressure with minimum supervision

Experience

  • Experience of managing competing deadlines
  • Experience of working within a financial environment desirable but not essential.
  • Demonstrable awareness of financial controls

Qualifications/Training

  • No formal qualifications are necessary except for demonstrable numeracy, literacy and communication skills. The role is fully supported and training will be offered with the possibility of undertaking a formal qualification.

Circumstances

  • Ability to work flexibly at peak times to ensure that key deadlines are met.
