Head of Finance
Belfast City Council is leading the transformation of the city; creating an energetic, safe and attractive place for people to live, work and visit. With ambitious and far reaching plans it requires strong leaders to ensure delivery of the Belfast Agenda and Corporate plan.
Reporting to the Director of Finance and Resources, the Head of Finance will provide financial leadership and management across the organisation. The successful candidate will have responsibility for the development and implementation of the Council’s financial strategy, overseeing the capital financing, monitoring and managing expenditure as well as ensuring effective financial governance controls are implemented. As head of profession, the successful candidate will support the development of the finance team as well as the capability of non-finance staff.
The Head of Finance will be a fully qualified accountant with significant senior management experience of leading a finance function and wider team. With experience of capital financing and capital expenditure, the successful candidate will be a highly credible and influential individual with the ability to adapt within a dynamic environment.
We would like to hear from candidates who have at least three years’ experience at senior management level in a complex business environment leading the successful delivery of a range of financial services, including:
- Financial management of capital finance and expenditure budgets;
- Undertaking complex financial modelling activities and leading organisational financial planning and analysis;
- Implementation, monitoring and review of financial regulation and governance arrangements; and
- Providing effective leadership, management and development to a team of direct and indirect reports.
