Overview

Buckinghamshire is at the beginning of an exciting new chapter, following the recent decision to establish a new unitary council, incorporating all of the services currently provided by the county and district councils. This post will be at the heart of this journey, it has been confirmed as a permanent addition to the new unitary council establishment already, meaning that it will be possible to focus upon driving forward improved financial management to support the delivery of community, health and adult social care services to the residents of Buckinghamshire. As the Head of Finance for Communities, Health, Adult Social Care (CHASC) you will lead a team of experienced and developing staff that are committed to developing an effective and successful business partnering model, providing strategic insight and advice to senior managers to support decision making and maximising value for money. The adoption of an Integrated Care System model in partnership with the NHS across Buckinghamshire also means that you will be at the forefront of developments in the delivery of partnership and joint working that delivers better outcomes and improved health and wellbeing whilst ensuring that every £ is well used for both service users and the Council Tax payers of Buckinghamshire.

About the role

You will be an integral member of the CHASC Leadership Team bringing insight, providing support, challenge and influencing decision making and strategic financial planning. These are both challenging and exciting times for Adult Social Care in Buckinghamshire, the service has been doing remarkable work, but as it moves to the future, the service needs to become even more integrated and effective to deliver the vision of making a real difference to the people and communities we serve. As the Head of Finance you will play an integral role in supporting the delivery of this vision by facilitation of the Bucks Finance Offer in:

  • leading an effective finance business partnering service that works in partnership with the service to achieve excellent financial management,
  • ensuring that the statutory responsibilities of the S151 Officer in managing the financial affairs of CHASC are properly carried out, including statutory reporting and fiduciary duties, and
  • in providing professional support, advice and guidance to Members, the Executive Director and other Senior Officers.Our local communities are at the heart of everything we do. Whether its new roads being built, helping parents get their children a school place or providing essential care and support to vulnerable children or elderly residents, we're here to make a real difference to the people and communities we serve.

About you

You will need to be a CCAB Qualified Accountant, with experience of delivering financial services supporting complex service delivery,with an in depth and current knowledge of national and local issues in relation to local government finance and adult social care. You will need an ability to provide insight and constructive challenge that directly influences decision-making and outcomes of the Business Unit. An understanding of political sensitivities and extensive knowledge of local government and wider sector / external influences is essential. You will have proven business, people and change management experience coupled with excellent leadership skills to inspire, motivate and develop organisational thinking.
