Chief Operating and Financial Officer
The City of London Police is the Home Office force responsible for the police services of the historic ‘Square Mile’ of London. It protects the people, businesses and infrastructure of the City of London, the most important global financial centre in the world. With a daytime population of 450,000 people, it presents policing challenges that are different to other forces, with Safety and Security being of paramount importance. The force is also is the National Lead Police force for Economic Crime, operating a range of functions on behalf of UK policing, including Action Fraud, the national fraud and cyber reporting centre, and the National Fraud Intelligence Bureau (NFIB). Our unique business community has allowed us to develop a range of funding partnerships with industry to lead the fight against fraud and cyber enabled fraud.
The Force has an ambition to expand and grow as a leader in policing, especially in the areas of protective security and economic crime. At the same time we are working in partnership with the Corporation of London to realise a shared ambition to retain the City’s pre-eminence in the world and this involves significant investment in a new, purpose built police operational headquarters, linked to a combined Civil, Magistrates and Crown court function. Future investment in technology and infrastructure over the next few years will realise the ambition of a truly smart and secure City. To ensure the force is ready to meet these new challenges we have embarked upon a far reaching Transformational Change programme to deliver the most efficient policing model that can embrace the changes required.
We are now looking for a new senior leader to join our Chief Officer team at this exciting time, in a new post to lead our business support departments that are critical to the effective delivery of our ambition, and to identify and deliver the new business opportunities that we want to develop.
The role of Chief Operating and Financial Officer combines strategic financial and business management across the Force with a dynamic approach to new business development.
This is a senior role providing leadership and direction to the business operational activities of the City of London Police. It will also be the designated Chief Financial Officer under the Police and Social Responsibility Act 2011.
The successful candidate will continue some of the excellent work that is already in motion as well as helping in delivering a stable financial model for the force.
In addition, the role will be responsible for the buildings and assets of the organisation including the delivery of all major capital projects across the force, you will also support the senior leadership team in all matters relating to governance and representation to the City.
You will be CCAB qualified and have experience in managing complex budgets and working with funding bodies.
You will have experience of business development particularly securing new income sources.
The successful applicant will need to have substantial experience at senior management level, in any sector, but with an understanding of how public sector works. An appreciation of how the Police Service operates is also important.
In addition, you will be politically astute and skilled in managing complex relationships, influencing people and gaining support.
