Bath & North East Somerset Council (BANES) is currently changing its approach to finance support to capital projects across the council, by joining up management accounting service support with capital corporate accounting to provide one joined up financial service enabling the delivery of an ambitious £400m capital programme of some 300 projects.

Salary up to £40,858k, with potential for supplement for an exceptional candidate.

We are seeking an enthusiastic and driven individual to join us for a period of 12 months, providing cover for secondment and to help embed this delivery change.

You will be an experience capital and management accountant within a Local Authority setting,  with a track record of providing financial support on large projects as well as leading and advising senior managers on all aspects of capital financial planning and reporting. You will have strong background in liaising with services, particularly around: influencing and advising managers and project leads; providing delegated s151 scrutiny and challenge; negotiating approvals processes; business case development; monitoring and forecasting, as well as having experience of financial modelling. This role holds management responsibilities within the team.

Key Responsibilities:

•             Finance lead for Economy & Culture, Property, Transformation and Corporate projects including membership on Project Boards.

•             Lead on the financial governance arrangements for all projects, including advising on the approvals process.

•             Support Directors on the preparation of capital financial plans including programme reviews, re-phasing, forecasting and budget setting.

•             Have oversight of budget monitoring, financial modelling and business plans for projects within your portfolio.

•             Lead the financial oversight of capital programme funding, including managing financial elements of grant bids, claims and returns processes for individual programmes.

•             Give direction and line management where required to the Projects Finance team.

•             Deputise for the Council’s Finance Manager (Capital & Projects) where required.

•             Build excellent working relationships with both the finance and the project teams, including ensuring clear communication with both.
