A pivotal role leading a team of finance professionals responsible for overall improvement of planning, delivering and quality assuring the highest standard of financial forecasting and reporting for a highly complex, multi-functional area. The role will ensure tight system controls are in place, sound financial management is embedded and accurate, highly valued information is delivered to inform effective long-term decision-making to protect the Council and secure value for money in all that we do. The role deputises for a Head of Finance leading on provision of financial information and advice to all levels of management and Members within the area and therefore local authority experience or exposure is essential.
This role demands a high and detailed level of technical ability and understanding with excellent communication skills to influence and embed change. A valuable and active member of all senior management forums responsible for understanding complex customer needs and providing a highly valued service.
Working in collaboration with external partners, executive and political leadership, which will require significant engagement skills, to achieve best value for money outcomes across the council, aligned to strategic aims and objectives.
Accountable for the provision, across functions and Member portfolios, of effective, timely and accurate financial performance information on a regular and consistent basis across the financial cycle to enable achievement of underlying business objectives. Provide expert advice on complex service areas, interpreting the information, risks and forecasts to provide insight and influence change.
Develop, lead, drive and motivate a team of finance professionals ensuring exemplary standards in the provision and continuous improvement of management reporting, risk identification and associated remedial action with proven experience of educating and developing skills and capabilities within a team.
Accountable for improving financial awareness and capability within the business to promote a culture empowering budget holders and driving the delivery of value for money services in line with financial regulations and professional accounting standards.
Responsible for the delivery of the closure of accounts process for the functional areas in compliance within deadlines and with all relevant standards, codes and regulations. This will necessitate active engagement with key stakeholders to secure cooperation and support to meet relevant timescales and requirements.
Provide expert advice on the interpretation of financial information and assessment of financial risk. Influence and drive the development and implementation of functional financial recovery and medium-term sustainability plans at a senior level and be able to demonstrate delivery.
Drive collaborative working across the service to develop sound commercial business cases ensuring a robust rationale for initiatives and influence senior managers, partners and Members in assessing the credibility of such projects.
Deputise for the Head of Finance in developing strategic business planning for internal facing services and integrated partnership arrangements to shape the options for those plans and assess affordability of the budget against net operating costs.
Matrix manage across Finance to assess and own the impact of change on both processes and systems, delivering recommendations and actions for associated modifications.
Knowledge, skills and experience:
- Professional qualification in accountancy i.e. CCAB or CIMA with a minimum of 5 years Post Qualification experience.
- Evidence of continuing professional development and expert knowledge in relevant professional area.
- Experience of working with senior personnel including Directors and other key stakeholders
- Experience of supporting business management teams
- Knowledge and understanding of providing financial advice in a public sector setting
- Experience of supporting significant financial recovery plans
- Minimum of 2 years of experience in managing others in a complex financial environments
