We are looking to recruit an accountant to be part of NCC’s Financial Management Team, which provides the budgeting and accounting function to all Norfolk County Council services. NCC is a large and complex organisation going through a period of significant transformational change. This is an opportunity to lead a busy and pro-active team who are looking to make a real difference to support NCC through the change that it needs to make and to ensure that taxpayers can be assured that they are receiving value for money.
Although the role sits within the finance structure, the teams are organised to support specific services to support both the day to day budgeting and accounting requirements of the Council, as well as enabling and supporting significant transformational change projects. The post is a generic role and could be assigned to support any NCC service(s) to meet the business need. However, it is anticipated that the successful candidate undertaking this role will support Children’s Services for the foreseeable future.
NCC’s Children’s Services vision is ‘keeping families together when life gets tough and to reduce the number of children entering the care system’ to be achieved through a programme focusing on 5 key areas including: quality information advice and guidance, strengthening early help partnership arrangements; supporting more children to stay at home; enhancing placement choice; and, strengthening social work by implementing signs of safety. This role is critical to supporting the department to achieve this vision, and is an exciting opportunity with a very varied workload.
The successful candidate will be an experienced qualified accountant with excellent communication skills who is able to work closely with the Children’s Services Finance Business Partner, is able to influence the service at a strategic and operational level, is able to lead a team of accountants, demonstrate sound financial judgement, is able to plan and prioritise effectively, is able to build constructive working relationships with both financial and non-financial individuals at all levels within the organisation, is able to engage with front-line staff, and is able to work with and influence others parts of the finance function.
